“In May, Ukraine must return to work. Under what conditions, under what new social standards, within what timeframes — these are the questions the Government is working on together with analysts,” he wrote.

He noted that the Cabinet is currently developing a quarantine exit strategy, which will be presented next week.

Three stages
First. According to the Prime Minister, until the beginning of May, Ukraine will live under a “state of emergency” mode. During this period, support is planned for socially vulnerable groups, assistance for the unemployed and those on forced leave, mobilization of medical resources, and support for medical staff and other professionals involved in fighting COVID-19.

Second. From the beginning of May, a transition to the “Ukraine goes back to work” mode is expected. At the start of June, the government plans to create 500,000 new jobs and provide credit support to small and medium-sized businesses. In addition, it plans to partially lift restrictions on public transport operations and introduce staggered work schedules.

Third. From early June to early July, “new social standards of life” are to be implemented. According to the information released by the Prime Minister, during this time, the 2019–2020 academic year will be completed, public transport will resume under new rules, and self-isolation conditions for the elderly will be relaxed. Additionally, visiting recreation areas will be allowed “provided that safety standards are observed.”
